The Thief is the Mind, which is a part of the Creation but which has stolen it from the soul, who was originally meant to be the beneficiary of the Creation. In my view, the Joker is the Creator of this world, whom most call God but whom some realize is only a manifestation of the Absolute at a relatively lower level of consciousness (though still transcendently higher than our consensual reality consciousness). This, of course, is one of many potentially valid interpretations. Some have said that the song actually begins midway through its storyline and that the middle verses are actually the beginning of the narrative. The song opens with a philosophical-esoteric conversation between the joker and the thief.
